【Abstract】 Fair and justice are similar in the function and meaning since a long time ago. Some people think fair is justice, the former is usually used in the fields of politics , economics , law , social science and etc. from its meaning , it is reasonable and calm; the last one is usually used in the moral field even in art culture field. From its meaning, it is perceptual and passionate. And other people think that fair and justice are similar in the meaning and in the valued connotation, but they are not equal. Fair is the basically valued connotation of system, however justice is the toppest value target of system.
