【摘要】 本文从空间经济分析的角度对公共服务供给理论及其发展过程进行了梳理,进而认为对地方政府公共服务供给行为在区域经济发展中作用的研究是不充分的。这主要表现在两个方面:一是以区域税收竞争为出发点的讨论,只能解释国家间或拥有独立税权的地方政府间的政府竞争,而很难深入讨论税权统一下的地方政府间的竞争;二是政府公共服务供给行为也是政府间竞争的重要内容,公共服务供给数量不仅仅是政府间税收竞争的结果。更多还原

【Abstract】 The paper studies the theory of public service supply and its development under the perspective of spatial economy and holds the view that the study on the role of local public service in regional economic development is not sufficient.Firstly,the discussion based on regional tax competition can only explain the competition between nations or local governments owning independent tax right,so it is difficult to discuss the competition between local governments within integral tax system.Secondly,the supply of local public service is not only the result of local competition,but also an important role of government competition.更多还原
