【Abstract】 Considering system as a formed state in which individuals interact on each other from each mo- tive,so this paper can discuss issue in modem frame of game theory,regarding rules as balanced tactics. The system can be regarded as a public consumption,and participants following the collective behavior logic.Therefore the predicament means the system inefficiency.Especially in the vast backward areas, the course of system formulation,execution and supervision are covered with fierce play of different groups,causing the system inefficiency.更多还原
