【Abstract】 This paper presents a new rate control algorithm,which uses the weighted-prediction model to calculate the target bits of the Basic-Unit. The new algorithm not only costs less operations,but also can allocate appropriate bits according to the content of picture,and improve the quality of picture. Simulation results show that this algorithm effectively improves the PSNR (peak signal to noise ratio) and achieves better subjective visual quality.更多还原
