【摘要】 随着我国经济社会改革的深入,我国现行的《城市用地分类与规划建设用地标准》已显得难以满足当前城市发展的要求,包括对现实城市建设用地的控制与引导作用下降,无法高效应对不同的市场要求等。笔者以现行标准中关于城市规划建设用地标准的指标规定为主要研究对象。从政府、市场与城市土地的基本关系出发,分析现行标准在我国城市规划编制和实施中面临的问题:在厘清市场机制控制和政府政策控制之间关系的基础上,提出重构我国城市规划建设用地标准及控制体系的思路。更多还原

【Abstract】 The control on the standards of urban construction land is one of the most important traditional tasks of urban planning.With the transition of China’s e- conomic system from the planned one to market-oriented one and the change of general socio-economic status,it is evident that the existing system of classification of land-use and standards of urban construction land cannot meet the requirements with urban development today.In order to cope with the changing situations,new control approaches on urban construction land should be concerned.This study for- wards some creative ideas on restructuring the system.更多还原
