【摘要】 国内行政学界对理顺和建构中国中央与地方关系提出了众多不同的观点,其中包括中央与地方关系的主体、内容以及建构原则等相关研究成果。对这些观点进行相应的总结,归纳和分析,对于研究中国中央与地方关系有一定的理论借鉴意义。建构和谐的中央与地方关系,必须尊重国情,维护中央的权威;坚持法制化原则;切实做到政企分开,转变政府职能;并建立起完善的双向监督机制。更多还原

【Abstract】 The administrative circles in China have expressed many different opinions about how to strenghten and construct the relations between central and local governments,including their subjectivity and content as well as the constructing principles concerned,a summary and an analysis of which are of great significance in this field.Constructing harmonious relations between central and local governments must respect the national conditions and maintain the central authorities.We should also follow institutionalizing principles,separate government functions from those of enterprises,transform government functions and establish mutual supervision mechanism.更多还原
