【Abstract】 Privatization is a practical solution to the problems of overcrowding and high costs facing the U.S. prison system in 1980s. In nature, from the perspective of American prison privatization, we can safely conclude that cost saving and performance improvement from privatization are themselves the products of competition process. What really counts is the decision on how best to deliver programs and services, not a simple dichotomized choice between the public sector and the private sector in the running of entire prison systems.更多还原
