【摘要】 本文阐述了政府承担公共医疗卫生的四个理论基础:基于减少减轻贫困;基于许多与医疗卫生有关的服 务是公共产品;基于公共医疗卫生对改善人力资本和促进经济发展的重要意义;基于伦理学角度对政府履行公共职能提 出的必然要求。同时,本文对政府供给公共医疗卫生产品的范畴及分类进行了探讨,认为政府承担的公共医疗卫生产品 范畴包括基本医疗和公共卫生,公共卫生又分为基本公共卫生职能与一般公共卫生服务。政府应该努力保证公共医疗 卫生产品的供给,满足人们的基本健康要求。更多还原

【Abstract】 This paper discusses the four theories basis for the government undertaking public health care as following: eliminating poverty; many services related with health care belong to public products; there is an important significance for public health care to improve manpower and development of economy; and it is necessary for the government implementing public functions from the point of view of ethics. The paper also discusses the scope and classification for the government supplying public health care. The scope should be basic medical care and public health. Public health is divided into basic public health and common public health care. The government should ensure the supply of public health care to meet the people’s demands on basic health.
