【Abstract】 The development of the circulatory economy is closely connected with the construction of the ecological industry system.But misunderstandings arise with the proposal of the issue and its subsequent research and development.In the our country, the ecological politics and governmental functions have been neglected during the evolution of circulatory economy and ecological industry. The cognition of "Five Plans" regarding the Concepts of Scientific View of Development excludes the concerns of ecological civilization, which enforces us to encounter more limitations than developed countries in this aspect. The following key factors are essential for the settlement of the issue: establishing development concepts of "sustainable ecotype" and "sustaining development "society; setting the environment value concept, specifying the quantative relationship of environment values,and measuring the environment costs in the economic growth; emphasizing the non-fungible function of ecological politics.更多还原
