【Abstract】 The market and government are two kinds of systems that allocate resources. Since the middle and later periods of the 1980’s, China has begun the market-oriented hydraulic engineering system reform. At the same time, the country has reduced the investment in the rural hydraulic engineering gradually. But the result is, because of the malfunction of markets and the absence of government, that the rural hydraulic engineering investment is seriously insufficient. So, correcting the phenomena of the malfunction of markets and the absence of government is the ultimate outlet for the completion of the rural hydraulic engineering and alleviation of the present predicament.更多还原
