【Abstract】 According to the enterprise operation theory, Chinese enterprises have already finished the transition from commodity production to productive operation, and begin to practice the second transition from productive operation to capital operation. According to the enterprise development law and present situation and development trend of China’s paper industry, capital operation has special meaning to the enterprises of China’s paper industry.
