【摘要】 从技术标准与科技研发相协调的内涵出发,着重分析了我国技术标准与科技研发协调的现实状况和存在的问题,主要涉及政府、企业、科研院所、中介机构等相关主体,指出技术标准与科技研发协调发展的主要相关因素,并在此基础上提出相关的政策建议。指出应从科研立项、标准化法规政策的制修订、政府与企业的定期协商机制、成立标准联盟、建设技术标准示范基地与培训标准化人才等方面强化二者的协调发展。更多还原

【Abstract】 The paper presented the current situation and existing problems of coordination of technical standards with R&D, which involved the main responsible bodies, such as, government, enterprises, academic institutions, consulting companies and intermediary units. Based on analysis on the factors relating with the development of coordination of technical standards and R&D, the authors put forward some suggestions for policy-making:formulation of R&D projects, legislation and amendment of laws and regulations for standardization, establishment of regular communication mechanism between enterprises and governments, building of national industry standardization federation, set-up of demonstration base of technical standard and personnel training for standardization etc.更多还原
