【Abstract】 To actualize the circular economy, the economic system should be considered as the subsystem of the ecological system, and beyond dispute, the ecological principle and the economic principle has proved to be followed contemporarily. As the government constitute the policies, criterion and steer the social economic development, to harmonize the ecological and economic principle turn out to be the co-operation of the market and government. The authors demonstrated the relationship of the market and government and discussed how the two factors can work efficiently, so as to let the circular economy soar in China.更多还原
