【摘要】 由于缺少细化的技术导则,目前厂级监控信息系统(SIS)工程在安全性方面同时存在安全设计不足和人为提高安全代价的问题。从我国发电企业的实际情况出发,对SIS关口的安全防护进行分析和探讨。根据分层、分区的电力二次系统安全防护指导思想,提出了根据具体内容和发展目标对SIS的安全等级进行合理定位,在保障电力控制系统安全这一核心安全目标的前提下对系统间隔离方式进行灵活、组合设计的总体思路。提出了安全性与开放性统一、安全与投入平衡的适度安全观,并介绍了包括大型新建工程、生产改造工程在内的典型SIS系统的安全防护设计方案。

【Abstract】 Because of the absence of detailed technology guide rules, there are some safety problems in SIS engineering, such as insufficient safety design and additional cost resulted from this. Based on the present situation of power enterprises in China, the safety protection of SIS interface was analyzed in this paper. In line with the layered and partition protection principle for the secondary power system, safe class of SIS was proposed and positioned. More important, the isolation mode between systems was designed flexibly and synthetically to guarantee the safe operation of power control system. In addition, the idea integrated with safety and openness, safety and cost was proposed in safety protection system design for several typical SIS such as the large-scale building and rebuilding engineering.
