【摘要】 造成地质灾害的因素有两种,即自然原因和人类不适当活动。由于自然原因造成的地质灾害的防治是各级政府的共同责任,防治经费应在划分事权和财权的基础上,分别列入中央和地方有关人民政府的财政预算;因人为活动引发的地质灾害的治理费用,按谁引发谁治理的原则由责任单位承担。文章分别研究了自然原因诱发和人为活动引发的地质灾害防治的投资机制。并对如何建立多元化、多渠道投资机制进行了探讨。更多还原

【Abstract】 There are two factors that cause geological disaster, namely, natural reason and improper human activities. The paper discusses the investment mechanism for prevention and control of geological disaster that caused by natu ral reason and personal activities respectively. It points out that it is the co mmon obligation for all levels government to prevent and control geological disa ster caused by natural reason, so the expense should involve in the relevant peo ple’s government budget of central and local based on the division of affair and finance rights, while the expense for prevent and control the geological disast er caused by personal activities should be assumed by liability institutions acc ording to the principle “to hold those who cause disaster responsible for contr ol”. It also offers a proposal for establishing diversification and multi-chann el investment mechanism.更多还原
