【摘要】 20世纪90年代,在医药合业体制下,医疗卫生事业获得巨大发展,充分提高和改善了医疗条件和服务能力。现在,医疗的可得性问题退居为次要矛盾,而在以药养医的医药合业模式下发展起来的医疗卫生事业却逐渐暴露出乱收费、高药价的问题,这些规范性和可及性的问题逐渐变为主要矛盾。这些矛盾已严重阻碍了医疗卫生事业的进一步发展,而医药合业体制就是这些矛盾的根源。医疗卫生事业的发展必须突破医药合业的体制限制,方向就是医药分业。医药分业改革可行的前提条件是,必须在医疗、医药、医保和医疗救助等方面的改革可以综合配套下协调推行。更多还原

【Abstract】 In the 1990’s, health care industry got a great development and the medical availability got improved greatly. After that, the problem that the medical availability need to be enhanced becamed secondary contradiction. Inferior regulization and accessibility became principle contradiction in the medicine-drug mixed industry system. All these contradictions are barriers to health undertaking, and the medicine-drug mixed industry system is the source of them. The health undertaking should breakthrough toward medicine-drug seperated industry.
