【摘要】 在中国区域经济发展进程中,地方政府扮演着双重重要角色。新中国建立后的一段时间,由中央政府推进旨在促进地区经济协调发展的超大规模的公共政策实践,最终导致了地方经济、政治和社会发展的萎缩。改革开放推动了地方政府在计划经济的外围和边缘进行的公共政策创新试验,使中国创造性地导入市场经济。互动的、相互调整的公共政策选择模式逐渐取代了单向的、命令式的模式,为地方政府在中央政策的约束线内发挥自主创造性和进行不同方式的公共政策试验,作了必要的制度准备。更多还原

【Abstract】 In the course of the development of Chinese regional economy, local government has been playing its important dual roles. Since the liberation, the large-scale practice of public policy, which aimed at the harmonious growth of regional economy, however, has led to economic depression and social instability. Reform and opening up since 1980s promotes local governments’ innovation on public policy. The mutual coordinating and selective mode of public- policy design has gradually replaced the old unilateral and mandatory one. This ultimately clears the way for local governments to take the initiative to practice a public policy innovation.更多还原
