【Abstract】 The Emperors in the early of Song Dynasty possessed the thought of emphasizing legal system innovation, officials’ understanding of laws, prudent criminal punishment and lawsuit as well as sentencing rotten officials. Guided by these thoughts, the legal system of Song Dynasty was established by means of such measures as: improving officials’ law quality through law tests; strengthening judicial system construction to prevent wrong lawsuit; severely punishing rotten officials in practice.
