【Abstract】 System innovation is an indispensable choice in the development of the recycling economy. The system innovation reveals two modes: one is the compulso ry innovation, and another is inducing innovation. A perfect combination of the two can help establish relatively perfect legal system of recycling economy, and constitute effective development policies of recycling economy.
