【摘要】 通过对贫困与贫困线概念的发展性理解,综合评价了5种被广泛应用的贫困线测算方法,发现利用扩展性线性支出模型测算城市贫困线是一种比较科学可行的方法。以西安市统计局城调队2004年对西安市城镇人口收入与支出的调查结果为原始数据,利用扩展性线性支出模型方法,对西安市2004年城市贫困线进行测算,得到2004年西安市城市贫困线的货币标准,并将结果与西安市现行最低生活保障线进行比较,发现西安市现行的最低生活保障制度虽然已经解决了很大一部分城市贫困人口的生计问题,但从根本的贫困线界定角度来讲,并未完全覆盖西安市实际贫困人群。更多还原

【Abstract】 By deeply understanding the definitions of poverty and poverty line,the authors find that the model of ELES(the extended linear expenditure system) can be used to determine the city poverty line,and this method is more scientific and more feasible than the other popular determining methods.Based on the statistical data on the income and expenditure of Xi’an city residents in 2004 issued by Xi’an statistic bureau,the authors work out the Xi’an poverty line of 2004 by the model of ELES.更多还原
