【Abstract】 Conflicts in marine resources, environment and jurisdiction are emerging with the development of marine economy. The common solution is through the regional integrated marine management, which is an effective tool for marine management. Capacity building is introduced into regional marine management and the potential economic benefits of regional systems are analyzed in this study. Regional Ocean Tri-dimensional Monitoring Systems (ROTMS) in Fujian is designed to establish supported systems of ocean disaster pre-warning and forecasting and ocean environment administrative information platform. It concludes that the potential economic benefits of ROTMS will be over 298 746 000 yuan by cost benefit analysis (CBA).更多还原
