【Abstract】 The administrative law laid few stress on the sham administrative act.Thesis in this field is seldom found.However it is important to discuss the sham administrative act not only for the protection of citizen’s rights and interests but also for the construction of the administrative law system:first,the way how to remove and provide relief for the citizen’s legal interests and rights offended by the sham administrative act,especially the illegal sham administrative act,are concerning the guarantee of human rights and administration by law;second,the sham administrative act is often concerned with the illegal act of the staff of executive authority,and this directly affects the image and the authority of administration.更多还原
