【摘要】 义务教育投资是各级政府的责任。目前,我国义务教育投资存在着难以保证义务教育事业的均衡发展;政府在义务教育经费投入中所占比例较低,而家庭却承担了较大份额的经费,进而导致中小学生较高的辍学率以及义务教育质量得不到保证等问题。其原因与经济发展不平衡,义务教育投入主体责任不清以及政府教育投入不足有关。而加大中央、省级政府宏观调控力度,建立经常性的财政转移支付制度;分期分批实施真正意义上的义务教育免费上学和加强义务教育投入法制建设则是解决问题的根本途径。更多还原

【Abstract】 Investment to compulsory education is the obligation of each rate of government. Nowadays,the following problems exist which are as follows:firstly,the investment is not in a position to ensure the balanced development of national compulsory education;secondlly,the investment to compulsory education by government is in low proportion;on the contrary, most of the education fee was borne by single family, which leads to the high rate of students’ discontinuing their studies and the poor quality of compulsory education.The economic development is not in equilibrium; the investment entity is not clarified; and the investment to education by government is not enough, all of which should be responsible for the existing problems. The fundamental solution to the problem is to strengthen the macro control of central and provincial government, to construct a mechanism of financial transform payment,to finalize the truly free of charge education system and to enlarge compulsory education investment and improve the legal system.更多还原
