【摘要】 分时电价作为电力需求侧管理的重要手段之一, 在世界各国电力工业经济管理中正在发挥着越来越大的作用运用分时电价可以实现削峰填谷、移峰平谷, 减缓发电侧电力投资, 提高供电可靠性, 减少用户电费等。近年来我国电力紧张局面日益严重, 国家大力推广了电力需求侧管理政策, 很多省份的分时电价制度也正在大力调整和推广。为研究峰谷分时电价的未来发展趋势, 本文在总结各地峰谷分时电价政策基础上, 对峰谷分时电价现状进行分析, 对各省分时电价时段划分、峰谷电价比等相关情况进行了统计和比较, 总结了分时电价调整出现的新变化和新趋势, 对分时电价未来的发展做出预测, 结论对供电企业运用分时电价政策、规避负荷波动风险可以提供理论上的参考。更多还原

【Abstract】 Time-of-use (TOU) price, which is one of important DSM measurements, has been playing a very important role in the power industries in different countries around the world. TOU price can be used to shift load from peak-time to non-peak time, to reduce or lower the investment in the power industry from the generation side, to enhance the reliability of power supply and to decrease the customers’ expenses on electricity, etc.. The tension of power supply has been becoming increasingly serious, consequently, DSM policies have been enforced widely, and TOU systems have been adjusting and their adoption are expanding in many provinces. In order to study the development trend of TOU price, this paper analyses the current state of TOU price based on the summarization of the policies of TOU price in different regions, and performs statistical analysis and comparisons of division of time periods in using TOU price, the ratio of the peak and valley time prices in different regions and summarizes the new development and new trends and forecasts the future development trend of TOU price. The conclusion drawn from this study can serve as a theoretical guide for power suppliers to adopt TOU price policy and to minimize the risks due to the load fluctuation.更多还原
