【Abstract】 Successful organization of the transportation is one of the most importation factors for the victory of war. After the Anti-Japanese War broke out, the Nationlist Government set up a series of wartime traffic management organizations and a set of wartime traffic management systencs to meet the need of the war with the cimited transportation facilities.
