【摘要】 甘肃省全面建设小康社会,实践科学发展观的目标的实现,急需提高人口素质。而由现有的薄弱基础出发,提高人口素质的任务将十分艰巨。从目前的现实而言,提高人口素质的措施包括加大对公共医疗卫生事业的投入,大力发展教育,加快人口城镇化步伐,农村富余劳动力转移等,重中之重在于发展高中教育,以及进一步发挥新闻媒介的舆论导向作用等。更多还原

【Abstract】 The article presented that the poor population quality has been the conditional factor to restrict the economic and social development in Gansu and brings about the “bottle neck” of labor resource. To break the “bottle neck” of labor resource urgently requires improving the population quality. Based on the reality, to improve the population quality,we should enlarge the capital investment on public health, develop the education, accelerate the urbanization, transfer the surplus labor in the countryside, and so on..
