【Abstract】 Talents in the rural areas are in great shortage, while there are more than one hundred million laborers in China. This results in the contradiction between too many human resoures and too little human captial in the rural areas. The contributing factors are many-sidedl,partially due to the history and the wrong policy and specific arrangement.
