【Abstract】 The crime of fire and prevention of accidents arising from negligence chiefly includes several essentials of object, objective essentials, subject, subjective essentials. Firstly its object is “national supervision system of fire prevention and control”, and secondly its objective essential is “refusing to take measures to set it right after being told by the organ for supervision over fire prevention and control to do so”, and thirdly its subject is a person who is directly responsible, and finally it’s subjective essential should be confined to negligence with under assumption.更多还原
