【摘要】 目的　提出并论证重塑中国疾病预防控制体系的改革步骤。方法　依据前期提出的“落实疾病预防控制公共职能的治本策略模型” ,研制重塑中国疾病预防控制体系的改革步骤 ,并进一步运用意向问卷调查了 15 4所省、市、县疾病预防控制中心 (CDC)对改革步骤的意见。结果　重塑我国疾病预防控制体系 ,需遵循以下改革步骤 :(1)加强政府对疾病预防控制工作的重视程度 ,(2 )确保疾病预防控制工作的适宜政府投入 ,(3)增加财政投入的稳定性和投入效率 ,(4)改革管理体制以提高CDC的运作效率 ,(5 )改革劳动人事制度 ,稳定和吸引高素质人才 ,(6 )稳妥处理CDC的非公共产品服务。各级样本CDC对上述改革步骤的同意率为 98. 7%。更多还原

【Abstract】 Objective\ To develop and demonstrate the reform steps of reestablishin g disease prevention and control system of China. Methods A mod el named “strateg ies of fulfilling public functions of disease prevention and control system of C hina" has been employed to develop reform steps. 154 centers for disease prevent ion and control(CDC) have been sampled to co nsult the opinions about the reform steps developed by research team. Re sults To reestablish the disease prevention and control system of China, the following r eform steps should be kept to: (1)increase government’s attention to disease prevention and control, (2)insure feasible government investment to disease p revention and control, (3)increase the stability and efficiency of governm ent financing, (4)reform management system to enhance the operation efficiency o f the CDC, (5)revise labor regulation to attract and stabilize specialists, ( 6)be carefully to dispose the non-public-service now delivered by the CDC. The consent percent of all sampling CDC was 98.7%.更多还原
