【Abstract】 America has made great success in the western exploitation since the 19th century. In addition to America’s superior geographical conditions and the advantage of state system, American government plays an important role in the western exploitation throughout the history. So do the policies it has adopted. The federal, state and local government have made many laws and regulations. Through the concrete implementation of the laws and regulations, the government finds out the whole set of successful experience that promotes the western exploitation. Viewed from the history , the western exploitation in China has many similarities with America’s.
