【摘要】 在对滁州市农民的客观支付能力和意愿支付水平进行研究的基础上 ,认为新型农村合作医疗制度对农民的筹资水平不能以农民人均纯收入作为基数考察 ,而应以农民人均生活消费现金收入作基数考察 ,并提出必须科学确定合作医疗的筹资水平 ,设立多个保险品种 ,做大合作医疗的基金规模 ,提高农民的抗风险能力和参保待遇。更多还原
