【Abstract】 By use of communication network, which has been covering the whole country and city more than 98 percent areas, including PSIN (public switch telecommunication network) and DDN (digital data network) and GSM (global system for mobile communication),an environment monitoring network system of urban and rural is netted and mixed with computer network in which new technology appears from time to time. The system consists of the spot measuring unit and monitor center.
