【摘要】 认为各级政府是耕地保护的主体,负有建设、管理和保护耕地的责任。十几年来,由于政府耕地保护责任的缺失,全国出现了相关法律法规缺乏协调、政策不连贯、执法力度不够、违法用地现象普遍等问题。今后应进一步落实政府责任制,为耕地保护创造良好的工作机制和条件,管理部门要提高耕地管理水平,公开政务信息,疏通司法审判渠道,切实保障农民的合法权益。更多还原

【Abstract】 Governmental agencies at all levels are the executants of the policy to protect arable land. They have the direct responsibilities for the management of arable lands. But in the last decades, land management existed many problems, such as establishing developmental zones contrary to land management regulations, occupying basic cultivated land for reforestation and for any activities other than grain planting, like livestock farming. These problems resulted in reducing the total amount of basic cultivated land, and decreasing its quality. To curb this terrible consequence, governmental agencies at all levels should fulfill their obligation of land management, including improving the implementation of relevant laws, regulations and supervision. It is necessary to further reform and strengthen the management of land. Legal, economic and necessary admin- istrative means should be adopted. Local governments should closely abide land management regulations and excessive land use in industrial parks and illegal land occupation should be reined in by imposing severe punishment, and the changes in the use of primary farmland should be suspended. More rights and interests dealing with lands should be endowed with farmers.更多还原
