【Abstract】 It was analyzed several reasons that caused Internet congestion, summarized the advantage and disadvantage of passive queue management and active queue management. The guiding algorithm of RED was emphatically analyzed. In the Internet, the adaptive control already was used in RED, such as self-configuring, adaptive RED.
