【Abstract】 The ability of administration is a concept which lies in the core position in the theory of Party building. Within the concept of the abilities of administration, this paper discusses the status and meaning of Party and groups under its guidance, the mode of public power, as well as the design of Party member’s individual quality from the viewpoint of principal bearing part, the main supporting body and the main constructing body.
