【Abstract】 It’s a pressing and systematic problem of long-term to transfer the surplus rural labor.Therefore,to offer a real solution to the problem involves grasping the principal contradiction and the principal aspect of a contradiction, working out comprehensive measures and policies. Thus, the government bodies should formulate practical policies and leading principles to ensure the effective solution.
