【Abstract】 In order to plan the programming of town and country as a whole, develop town and country concertedly, accelerate urban and rural integration, hasten economic development speedily and healthily, continuously enhance people’s living quality, we must implement regional boosting strategy. Due to different historical traits and developmental actualities existing in different regions of a city, planning the programming of town and country as a whole, adjusting measures to local conditions, and classified management will accelerate economic progress effectively in a speedy and healthy way. And this is the basic experience of domestic advanced cities. How to divide a city into suitable regions and how to formulate developmental stratagem for different regions are the linchpin upon which regional boosting progress depends.
