【摘要】 湿地被称为“地球之肾”,具有重要的生态价值、经济价值和社会价值。我国湿地面积广大,但近些年来由于各种原因,湿地面积却在急剧减少。因此,迫切需要构建湿地保护的法律制度,为湿地保护提供法律保障。笔者在对我国湿地开发与利用现状及其管理体制、相关立法存在的问题进行分析的基础上,对我国湿地保护立法提出一些立法构想。更多还原

【Abstract】 The wetland is considered as the kidney of the globe.It has important ecological value,economic value and social value.The wetland area in our country is vast.However,in recent years the wetland area has been diminishing sharply due to many kinds of reasons.Therefore,it is urgent to establish the law system about wetland protection and provide law safeguard for the wetland protection.The author first analyzed the problem existing in the exploitation of wetland,the administration system and the related legislation,then put forward some propositions on the wetland protection legislation.更多还原
