城市水权分配机会的多目标规划模型

【摘要】 本文经过分析论证决策向量与机会函数之间的关系,建立起城市初始水权配置的随机相关机会多目标规划模型,以处理水权配置中水资源、需水等随机性变化特征量对规划决策的影响;通过决策者提供的各种水源可分配水权量组合,各类用水户需水权组合和保证率信息,运用建立的模型,应用随机模拟的遗传算法,计算出水权分配的优化决策变量。应用实例证明建立的模型和计算方法是可行的。

【Abstract】 The functional relationship between decisive vector and opportunity function is demonstrated. On this basis, the random-correlated multi-objective programming model for initial allocation of urban water right is established to deal with the effects of random characteristics of water resources and water demand on planning decision-making. By means of this model the optimal decisive variables of water right allocation can be calculated according to the combination of distributive water right, water consumption of various water users and information of guarantee rate provided by the decision maker. The genetic algorithm is applied for calculation. The example shows that this method is feasible.
