【摘要】 华北水利水电学院“水污染防治法”课题组一行30多人于2003年7月15日至2003年8月10日,对《水污染防治法》在淮河流域(河南境内)的实施情况展开了全面调查。调查结果表明:《水污染防治法》在淮河流域(河南境内)得到了较好的实施,对河南省的水污染防治起到了重要作用。但是,在《水污染防治法》实施的过程中仍存在着有法不依、执法不严和地方保护等一系列问题。联系《水污染防治法》在淮河流域(河南境内)的实施情况,项目组提出了对《水污染防治法》中几个问题的思考及建议,以进一步完善《水污染防治法》和有利于该法的实施。更多还原

【Abstract】 North China Institute of Water Conservancy and Hydroelectric Power "Water Pollution Control" project group has made complete researches on the implementation of Water Pollution Control Law of Huaihe valley in Henan province by more than 30 members from 15th July,2003 to 10th March,2003.The research showed that Water Pollution Control Law had been actualized averagely,and had an important effect on Water Pollution Control in Henan province.However,there still were a series of problems such as not according to law,not be strict with law and sectionalism.To take further steps to consummate and implement Water Pollution Control Law,relating the implementation of Water Pollution Control Law of Huaihe valley in Henan province,several ponder and suggestions to Water Pollution Control Law were proposed.更多还原
