【Abstract】 In the face of the dispute about rationality of traffic congestion pricing,this paper analyzed deeply the city road property,marginal cost and cost pricing principle and pointed out that traffic congestion pricing makes the outside cost inside by pricing mean and is a rational regression.Traffic congestion pricing defines the property of city road and gives a guarantee to configuring city road effectively and a good thinking way to alleviating the more and more serious congestion.更多还原
