【摘要】 通过对水资源可持续利用规划进行的宏观、中观、微观三个层次的研究提出了管理规划的模型.利用该模型,可通过对环境经济的评价促进我国社会经济可持续发展目标的实现.本研究从加强水资源管理,重点要从水资源产权管理、水资源开发利用规划以及水资源合理配置几方面着手,提出应建立健全水资源管理的法律、政策和协调机制,加大水价改革力度,提高水价对促进水资源合理利用的经济杠杆作用,促进水资源的可持续利用.更多还原

【Abstract】 Based on the study on macroscopic, mesoscopic, microscopic levels of the sustainable utilization planning of water resources, a planning management model is developed herein. The realization of the sustainable development of the social economy can be promoted with the appraisal made on the environmental economy through the modeling concerned. Furthermore, the study indicates that the relevant juristic and policy systems with the corresponding regulating mechanism for water resources management must be established and perfected during strengthening the management of water resources with the emphases on the management of the property right of water resources, the planning of the utilization of water resources and the reasonable allocation of water resources, so as to deepen the reform of water price system and enhance the economic function of lever of price on the promotion of the reasonable utilization of water resources to promote the sustainable utilization of water resources.更多还原
