【摘要】 随着我国《价格法》和《立法法》的实施,听证制度成为我国公共政策制定过程中的重要程序。本文首先回顾了听证制度渊源,然后从公共政策形成机制的角度出发,论述了听证制度在改善公共政策形成机制方面的价值,指出听证制度在公共政策制定过程中具有两方面的价值,一方面它解决了政策制定过程中的信息不对称问题,有效地抑制政府的自利性,有助于维护公共政策的公共性;另一方面它有助于提高公共政策的合法性。更多还原

【Abstract】 With the implementation of Chinas Price Law and Legislative Law" , the hearing system has become an important procedure in forming public policies. This essay presents, after reviewing the history of the hearing system, its value in improving the public policy and in the forming of the public policy. On the one hand it has solved the information asymmetry problem in the policy - making process, restraining government’s own profit and safeguarding the public of public policy; on the other, it has contributed to the legitimacy of the public policy.更多还原
