【Abstract】 Under the frame of WTO, developed nations have been carrying out the strategic trade policy. The theory of transfer of profits and the theory of externality supplies theory warranty for this policy. Seeing on realistic significance, this policy is just a misty policy direction and an imperfect antidote model of government and an implement to cope the trade policies of other nations.
