【Abstract】 In the dual social security system, the migrant rural workers’ endowment insurance is situated in a neglected position between the endowment insurance for the rural fanners and the endowment insurance for the urban workers. It is necessary to establish the endowment insurance for the migrant rural workers for the social development. However, the rural workers’ marginalized characteristics and their endowment insurance mutually restrain and affect. To deal with the difficulties and set up this system of the endowment insurance for the migrant workers, it is necessary to understand that the ultimate goal of the system of the endowment is to help the migrant workers urbanized.
