关于“一次就业率”的理性思考

【摘要】 本文分析了我国劳动力供给和就业岗位供给的关系,回顾了一次就业率提出的背景和原因。比较了不同时期就业率的统计方法和口径,并分析了统计口径调整的政策意义。系统梳理了我国近年来颁布的就业法规和行政规章,指出优化就业政策环境是当前政府的工作重点之一。最后从多个方面讨论了一次就业率的积极意义,指出一次就业率反应了高等教育产出与市场选择之间的市场失灵。

【Abstract】 The article analyzes the relationship between the labor force supply and the job supply in our country,and reviews the background and reason of raising the point of once employment percentage.The statistical methods and calibers for the employment percentage in different periods are compared with each other,and the significance of rectifying the statistical caliber on policy is studied here.The article systematically expounds the statute and administrative rules for obtaining employment that has been enacted recent years,and points out that to optimize the environment for obtaining employment on policy is one of the important tasks of the government at present.Finally,the positive meaning of once employment percentage is given from several aspects,and is also indicated that once employment percentage reflects the market malfunction between higher education output and market choice.
