【摘要】 从中国科学技术评价工作现状出发 ,通过实例将中国学术期刊综合评价系统SCI (科学引文索引 )、EI (工程索引 )及国内其他评价系统 ,在评价方式、评价范围、评价项目、评价结果等方面进行了比较。结果表明 ,由于该系统以 6 5 0 0多规范化学术期刊为统计基础 ,采用计算机网络化先进手段 ,和大样本、多学科、跨专业的期刊综合统计方法 ,可在长达几十年的时间范围内进行评价 ,不仅可动态给出期刊引文颇次、影响因子、即年指标等数据 ,还能给出论文的点击率、下载率等网上利用指数 ,为更加客观、公正、全面地评价一本期刊 ,一篇论文 ,一个学校 ,乃至一位学者 ,提供科学依据更多还原

【Abstract】 Based on analysis the present condition ofthe chinese science technique evaluation work,a comparison of the chinese scholarship periodical synthesizes evaluation system and other evaluation system,such as SCI,EI,and other chinese evaluation system,is given;in the aspect of evaluation method,evaluation scope,evaluation item,and evaluated the result etc.Using some examples.The result shows:that system based on collected with the more than 6500s standardization academic journals;adopted the advanced means of computer network,and the synthesize the covariance method with the big sample,many courses,across the profession;can proceeds within the scope of long and several decade of time evaluation.So it can not only dynamic give out the quotation frequency,influence factor,namely year index sign etc.;can return to the network index number:the clicking of thesis the rate,download the rate;and can provide science basis for evaluating a periodical,a thesis,a school,a scholar more objective,fair,completely.更多还原
