【摘要】 拓宽补偿资金筹集渠道是退耕还林还草持续发展的客观要求。目前筹资渠道单一(主要是依靠中央财政),远不能满足退耕还林经济补偿的需要。今后需从国家预算、发行特种国债、建立补偿基金、发行生态环保彩票、开征生态环保税、争取国际资金、引导城市工商企业投资、义务认管方式等多方面来筹措资金。在退耕还林还草中,政府操作的效率低下几乎是众所周知的,改由民间操作(如由民间中介组织来运作)也许更具效率。更多还原

【Abstract】 broadening financing channel is the objective request to long-drawn development of the cropland conversion to forest and grassland.At present,the financing channel is single(depending on greatly central government finance),does not satisfy the compensation needs.In the future,the compensation fundsshould be raised from state budget,issue special national debt,establishment compensation funds,issue ecological lottery,collection ecological tax,trying for international capital,enterprise investment,compulsory claim,etc.Among the cropland conversation to forest and grassland,the low-lying efficiency of government operation comes to light,the operation of civilian organization(for example,the operation of civilian medium organization) may be more officient.更多还原
