【摘要】 在中国经济从计划向市场过渡的制度变迁过程中,主导因素和决定性的变量是政府的行为,而政府行为制度变迁的关键是做政府该做的事。适应社会主义市场经济的制度变迁的关键是缩短行政触角,减少政府对市场流通的限制;限制行业垄断,加强对自然垄断的管制;实行公共财政,提供公共物品。必须加强政府自身的能力建设,实施依法行政,提高公民参政议政的水平,培育社会中间组织,促进政府的职能到位,使政府的行为步入有限、合理、高效的轨道。更多还原

【Abstract】 The governmental institution is a decisive variable and plays an important role in the shift from planning to market economy in China.To meet the market economy,it is the key to change the governmental administration institutions through doing what they should do.The government should reduce its interference in economy,crack down the restriction,provide public goods and control the monopolization by improving its capability,acting by the law,hearing the voice from citizens,foster the social intermediary agencies,so as to build up a new limited government with efficiency and rationality.更多还原
