【摘要】 法治的程度是一个国家社会进步和文明发展水平的一个重要标志。从我国传统法律文化发展和解放后在公民法治意识的建设和树立方面分析,中国公民的法治意识受几千年封建法律文化的影响极深。这在很大程度上造成今天公民能守法但不懂用法,能履行义务却不会行使权利,成为法律被动的、消极的遵守者和承受者。这必然影响到我国法治建设的进程,要消除这些影响,一方面必须要提高公民的文化素质,对公民进行必要的法律知识灌输;另一方面必须重新树立现代法治观念。更多还原

【Abstract】 This paper makes an analysis of the cause of the situation that citizens now can act up to law but do not know how to apply it , and that they can perform their duties properly but do not know how to exercise their rights.
